what is this and how do i get it off?

i have these spots all over the weather stripping at the bottom of all of my windows and on the 2 black strips on the roof of my 05 sti. what is it and how do i get it off? obviously i've tried washing it as well as back to black or whatever but they didn't work

Acetone or Mineral Spirits or Alcohol whipes

Rubbing alcohol didn't work :/

A majic eraser and some awesome worked a bit but still not conpletely
