units on the factory boost gauge?

my previous owner took my car to the subby dealership and they increased his boost, on fourth gear pull i hit about .12 or .13, on 91 gas . . . :eek: and my boost starts to pass 0 at about 1700 rpm??? and full boost at 3000, is this bad?:confused:
