I just noticed that I can see styrofoam inside the rear bumper, when looking over the top of the license plate holder. Why?????

That preserves the overall shape of the bumper cover while on the car. The actual bumper is a steel beam underneath all that, and will not exactly follow the contour of the cover.

My 2002 Civic's bumpers are the same. :D

It's all part of the 5 mph bumpers....most cars I know of have this in the rear end. Come to think of it, it must be a federal regulation of some kind. Before the molded rear bumpers came around, even the solid rear bumpers on most cars had to have those shock assemblies to absorb energy.

underneath all of the plastic shell is styrofoam... it's a one-use thing only...
