Let's get this straight: The oiling system, after the pump and "cooler" does not distribute metal particle throughout the engine unless the oil filter has failed or went into bypass mode during the failure/spun bearing event. Filters are supposed to stop the large, damaging particles.
Saying that, you can still have worn and sludged-up AVCS cam gears (also called sprockets). I have been into many and cleaned and rebuilt them. See the Outfront video to see how the part works.
If they have a lot of miles on them then I would replace them. The solenoid valves that operate the gear are easy to clean and are usually trouble-free.
A gear could be misaligned if there is or has ever been pin damage.
Have you had your injectors checked or are they new? What does compression and plugs look like?
 
No compression check yet. The previous engine had only 96,000 miles on it. So the AVCS cam gears would have about that. The AVCS had worked fine even after the bearing spun but I understand that with the rebuild something could have become dislodged. When the AVCS system doesn't have a good oil supply on 1 bank how would the AVCS gears behave? I would think the natural state would be near 0 degrees on the timing but maybe I could be wrong. I am trying to understand how the oil feed flows to the gears on bank 1.

Also when you say pin damage you're referring to the mechanism inside the gears itself?
No, since they have not been apart.
The cam to gear locating pin can get sheared or bent over in the aluminum or the pin get pushed into the aluminum from missing the hole (but that would likely be noticed as a wobble). All should not happen if the builder is experienced and has the correct tools for installing the cam gears.
The insides of the AVCS cam gear is a rotating valve body driven by varying pressure from the solenoid. The return spring returns it to zero position which is about 5°ATDC.
