Many factors play into "safe" boost levels. Your levels are in line with a stage 1 map, but without a data log, we can't tell you if the car "likes" the tune.
Safe boost level on stock 2013 WRX?
Safe boost level on stock 2013 WRX with AP and tune with no supporting mods? I'm hitting 17.4 regularly, with occasionally reaching 17.9.
