Thanks for posting, here are my findings:
The new mirror baseplate mount adapter Part Number is H501SSA041. It's about $10 from the dealer, or you can probably have them replace it under warranty. I'd rather just pay the $10 and spend 5-minutes of my time than leave my car at the stealership for a few hours to replace the shit.
The new one is less countersunk and has more threads to catch onto. This "update" came 6/26/2013 according to the date on the parts bag.
Everything else about the mirror mount is the same. The only thing changed is the tiny little insert with the threads.
I used blue loctite on the new one as well and made sure not to over-torque the thing. This also got rid of my rear view mirror rattle which came from the factory.

I have a slight suspicion that the screws were over-torqued when installing the homelink mirror (ordered from the factory), because I've had a resonance vibration since the day I bought my car (which a few members have mentioned on this forum). I first alleviated this rattle when I put felt strips between the mirror and windshield. However, over time the mirror became loose and fell off altogether.
After putting the "new" baseplate on, the rattle is completely gone without my "felt strip" modification.
Here is the culprit:
Here is a closeup view so you can see the part that's "countersunk":
I don't have pictures of the new one as I already installed it, but it's just a lot countersunk than this one. If anyone happens to buy the new kit and has a chance to take pictures side-by-side for comparison, post em up!
Cliff Notes:
-New baseplate has more threads on the small insert
-Don't over-torque your shit
-Use some blue loctite on the screws
-Rattle is now gone
-Beer is awesome
OP, you might want to update the title to mention rattling/vibration as well, and that there's a solution in the thread

I compared the old parts to the new. The screws are actually the same. The problem is the small threaded insert. The old one is slightly countersunk enough that the treads have trouble catching (and end up stripping if you've removed it before).
