Is 17 PSI boost too much? Stock '05 STi.

check your restrictor pill in the boost lines. Its been VERY common that people bore that pill out a tad bigger to get more boost. A lot of wrx guys do it to. The restricor pill is in the vacume line on the COMPRESSOR side of the turbo (this is the side your top mount connects to your turbo. On that line, you should see a yellow dot on that vacume line. Once you verfied that, pull it all off and make sure that under that yellow dot you feel, and see a tiny brass restrictor pill. If not, thats your problem. DONT LOSE IT!!!!!!
I think you might be a little confused man. Boring out the restrictor pill will cause less boost, not more. The more pressure the wastegate actuator sees from the pressure tap, the more force will be applied to the wastegate to open it and limit boost.

To answer the op's problem, I would double check (even though the subaru mechanic did) to make sure that your exhaust and ECU are in fact stock. Also check under your hood and look at all the vacuum hose running to the compressor tap, and wastegate actuator, and make sure everything is connected properly. If you are unsure of how everything is arranged then I will try and put together a diagram for you when I get out of work, but its probably on these forums somewhere anyways.
