I don't know how to remove the actual handle next to the steering wheel, but as far as the foglights themselves, it's not that bad.
(1) remove fog covers
(2) remove bumper vent covers on the sides of the bumpers to gain access to the back of the foglights (they slide from the front of the car to the back)
(3) behind the foglights, you will see two plastic caps that hold 2 bolts in place. unscrew them.
(4) this is the toughtest part because it's a little difficult to reach. On the inner side of each foglight, there is a screw with a philips head that needs to be removed. You can sort of see it through one of the holes in the bumper that get exposed when you remove the foglight covers. I used that hole to view what I was doing, but put my screwdriver underneath to get to the screw. You'll know what I mean when you take a closer look.
(5) disconnect the brown connector that's attached to the bulb of the foglight
(6) snap out the foglight by pulling it toward the front of the car
