Thinking of the GPS tracking systems- any chance that this information may fall into the wrong hands?

my guess is it most definately could. what i wonder about is if these systems are always transmitting or do they transmit only when you want them to? e.g. how does onstar work? how does intertrack (www.trackmenow.com) work? it would be nice to have some control over when you'd be broadcasting the fact you're doing 15 over.
