In MA they did in fact use the EZ-Pass (called fastpass there) to ticket speeders. It's obviously quite easy since they know your time of entry (to the second) and the distance between tolls.
There was such a backlash against the system that they stopped doing this shortly thereafter. Still, if I'm planning on hauling some [email protected]@ on the Mass Pike I usually plan a bathroom break somewhere to reduce my average speed.
