Wastegate = BOV right?

So I get an aftermarket BOV with a spring at my desired threshold to inhibit boost below desired cutoff. I would like to improve gas mileage for freeway commute but still access all available power by gearing down and mashing pedal.

Does this sound reasonable?

no

a wastegate is a spring loaded actuator on the turbo to control boost levels.

a bov vents pressurized air in the intact track when the throttle blade closes
