alright - update
The exhaust retard angle was odd, especially since it started at 13 and then went down to 3.
I unplugged the battery again - took it for a drive, and low and behold the P0017 came back.
At this point - with a swapped sensor and still having the error, I took the timing belt off, made sure everything was aligned, and put it back together.
I swore that the passenger side exhaust cam lined up, but it was off by 1 tooth.
if you have read up to this point I am dumb.

AF learning 3 isn't at -50 anymore, and the vvt retard angle right is now... at 0.
