Okay so update on this. Kosmic Motorsports out of Houston Texas is offering a full PnP Haltech harness that retains absolutely ALL OEM functionality including cruise control so as of now that would appear to be your best option.

However I started talking to people in some smaller circles and this is what I was told as far as the accessport deal goes. "Most of them just tune on a different software and then put it on the accessport" People are doing catless, tgv, secondary deletes ect they just aren't using Cobb software but still utilizing the accessport to upload it. My question would be if they aren't using Cobb software what are they using, I'm working on finding this out but for obvious reasons people are pretty hush hush about what's going on. If I get more answers I'll let you guys know.
 
I don't see it listed on their website, I do like the haltech mounting bracket though. I haven't picked up the brewed harness yet but that's still my plan unless I see more info on the kosmic one.

Yes you need to go to your local meets and car shows and ask around.

Alot of tuners are still tuning Cobb ap just fine with flex fuel/sd/deletes etc. but won't advertise/communicate that over messages/phone for obvious reason.

I would suggest you go local and ask around - the forums are no longer useful for this kind of discussion... Trust me I tried.

If I don't find anyone by the time I get all of my parts ready to go then I've already made up my mind I'm using a Haltech 2500 Elite. I just don't see the point in fighting all of these EPA assholes when I can easily go and just buy once and cry one. As well as getting a ton of features and abilities the OEM ECU doesn't have.

I know I’m reviving this from the dead right now but this ended up being the right answer. Currently attempting to learn as much as I can about both of them. The main issue I’m running into is it doesn’t seem that anyone has the newer (2019-2021) VA ECU Definitions or ROM’s which makes this more complicated. As soon as I can figure this out I’m going to start dipping my feet into tuning small stuff on the car like a CAI and go from there.
 
What would happen if you had an electrical issue/fire/rodent and your OBD port was slightly melted or otherwise not to be able to be plugged into?
My state does the OBD port for emissions (no tailpipe siff) and Ive wondered that

you'd have to replace the od2 port on the car and/or associated wiring if that's the case. pending your state you may have the option to negate doing an obd test and do tailpipe, but that will depend on state laws as well as if the inspector has tailpipe testing equipment

In PA there's the option to have a visual inspection done. But lots of places don't want to deal with it.
 
Research results (for CT)
Vehicles fail the OBDII inspection if they have any of the following problems:
OBDII Diagnostic Link Connector (DLC) damaged; or
Vehicle could not communicate with the Connecticut inspection system
 
This may also just be a PA thing. But if you drive your car less than 5k miles a year you qualify to be emissions exempt. So the OBD thing doesn't apply if you go that path. You don't have to be exempt if you don't want to. But why wouldn't you if you could?

I got my car inspected just fine last year even though it threw a CEL the morning of the test due to some moisture getting into the alternator wiring causing the dash to light up like a xmas tree and a CEL for the vehicle speed sensor being bad. I had only driven the car about 3k miles that year so he just did the visual inspection and i was set.
