Default 05 STi Timing Belt Idler Pulley Torque

Hey guys, so I was replacing my timing belt on my STi this past weekend and was looking at the FSM to see what the torque value is on the idler pulleys. It states that all four idler pulleys (x2 Smooth Pulleys, x1 Cogged Pulley and then the x1 Smaller Pulley) have a torque value of 39 Nm. Now the larger pulleys were torqued to 39 Nm, but the smaller pulley bolt was being torqued to 39Nm as stated and the torque meter was hovering at around 27-28 Nm and I was still able to turn the bolt. I backed off of it and low and behold the bolt was stretching. Luckily I didn't leave it on there or else there would have been catastrophic failure. So I am not sure if its a bad bolt or if the torque spec was incorrect. Can someone shed some light on what the actual torque value on that smaller pulley bolt is? Thanks!

According to alldatadiy 25Nm

Yes that is correct. Hmm, okay 25Nm. Guess the FSM is incorrect again...can anyone else confirm the other pulleys if 39 Nm is correct for those before I put the belt on?

Yes the others are given as 39Nm.
