Default ?meth or water better/cheaper/safer than higher octane fuel?

So my quetion is, will running either meth or water or both, be CHEAPER (in the long run) and just as SAFE as running the above mixture.

I live in California and can only get 91oct. I want to get tuned for 93 oct and can due this by adding either race gass @$8.95/gal or toluene @ $12.67/gallon. To mix pump gas + waterever to get 93 oct, it will cost an extra $13/per full tank.

My goal is not necesarilly to make more power (although that's nice), but the goal is to help reduce det/knock in the most efficient method possible.

water will make it almost gone as long as you dont add power just run water.
