Check this page out and read the FAQ: Export Subaru from US to Canada; Import a U.S. Subaru into Canada

The guy who runs this works at a Subaru dealership in Washington where they do a lot of sales to people in Canada.

You need to get the dealer to break EVERYTHING out for you line by line for what costs what.

Like waktasz said, invoice price for a base STi w/ the destination charge included is $33,655. The fog lights you want are $340 according to Subaru's website. That's a total of $33,995.

From the link above, there are no Washington state tax or export fees. It you are picking the car up in Washington and then driving it back you will need to either pay $23.50 for a 3 day transit pass, or bring your own license plate and paperwork from Canada.

If you're shipping it back then you need to get a quote from the dealer and/or shipper and you also need to determine if and what taxes or other fees you will owe in Canada.

You might also want to change your term for "negotiating", I'm sure some people on here might not approve of it.

Forgot to mention some things here with my last post.

1. Don't get a BOV. You car will run like poop.

2. The twin scroll turbo in the JDM STis is not just a drop in piece, you'll also need the JDM exhaust manifold, uppipe, and downpipe. With the 04-07s the JDM downpipe was shorter then the USDM downpipe, if that's the case with the 08s then you'd need a full JDM-length turbo back exhaust. There are some aftermarket options that will work for the exhaust manifold/uppipe and probably some for the turbo back exhaust too.

3. The turbo in the STi is both water and oil cooler so there is no need for a turbo timer. Some people will let the car sit for a bit after a hard drive but it's really not needed.

nix the BOV and the JDM turbo (2.0 motor in japan, not the 2.5l of the USDM). i'm unsure what an AYC is.

subie's turbos are water and oil cooled. they'll be fine. lay off the boost for the last 2 or 3 miles before parking and you'll be fine (or let it idle for a couple of minutes). i've never liked the idea of leaving it running and walking away with only the park brake to hold it.

Heated seats, mirrors, and wiper de-icers are Canadian-spec only.

Read up before you buy any mods for the car. You can't buy AYC for the car. A BOV is completely useless on a near-stock vehicle and will only cause problems for you. A JDM twin-scroll turbo will not work on the USDM car.

The turbo is oil and water cooled and the car is setup to continue to circulate fluid when shutoff. You don't really need a turbo timer.
