Question troubleshooting

hey guys i have a 2004 subaru wrx i had my check engine come on last night and this morning i had it looked at and i was told that the pcm has determined that the voltage signal for wastegate solenoid "A" is out of range for the current engine operating conditions . now i was told by a friend that my wastegate is stuck does anyone have a clue on how to take care of this problem without having to take the car back to the dealer any suggestions ?
