Default Noob help please with canon rebel

I have a canon eos 350d And i have been playing with shutter speed, iso speed, and aperture by themselves. according to the manual the only way to do shutter speed is set the dial to TV but then i can only play with iso speed and shutter speed. Can aperture and shutter speed not be controlled at the same time?

I don't know Canon's very well, but while in Shutter priority (tv), you set the shutter speed manually, and then the camera sets up the rest. While in Aperture priority (av), vice versa, set the aperture, and the camera does the rest.

There should be a full manual mode (labelled 'M'), where you can set both manually.
