It's an engine that's been subtly machined and tweaked so that every component is at the maximum (or minimum) size or tolerance to give maximum power, while still being measurably "stock" or within the regulations of a competition formula. In this case, Group N WRC, for example.

You could balance everything, hone the bores, cc the heads, tweak the valve seat profiles, de-burr some castings, pull 1,000 cams and valve springs from the OEM parts warehouse and pick the cams with the best lift or overlap, and best matched set of springs etc. etc. As long as they were all documented stock parts, and within specified dimensions, you'd still be legal. Add up all those tiny little tweaks and maybe you'd have a horsepower or 2 over the next guy...

The actual phrase "blueprint" I believe comes from the use of engineer's blue to optimize the fit of components together. For example if you were decking a block and skimming a head, you could apply engineer's blue to one mating surface and offer them up. Then pull them apart and the blue deposits transferred to the other surface would indicate any highspots that still need attention. Not 100% sure about this part though.

I believe right now one AU dollar=.78 American dollars, but that could be wrong
