yes you have to take the center console out. there is a nut 10mm that you tighten at the bottom of the ebrake lever.

1) Remove the console box.
2) Forcibly pull the parking brake lever 3 to 5 times.
3) Adjust the parking brake lever by turning adjuster until the parking brake lever stroke is set at 7 to 8 notches with an operating force of 196 N (20 kgs, 44 lbs.).

4) Tighten the lock nut.
Lever stroke: 7 to 8 notches when pulled with a force of 196 N (20 kgs, 44 lbs.)
Tightening torque flock nut): 5.9 Nm (0.6 kgf-m, 4.3 ft. lbs.)
5) Install the console box.

That's another option and is actually pretty easy to do. If you look behind your rear rotors you will see a small rubber plug on a plate. This is the housing for your parking brake assembly. Pull that cover off and you'll see the adjustment screw in there.

The only issue with doing this is that you can't really see where the shoes are when you're adjusting them. It can kind of be a guess and see technique until you get it where you want it.

either way, if your adjusters are working properly, you will have to retract(tighten) the adjusters when you go to do the brakes.

You likely wouldn't see it on the STI because the drums/shoes on the rear assembly are for the emergency brake only. Wear would be minimal. The adjusters can make getting the disc off and on difficult because they will hold the shoes nearly against the inside of the drum.
