Actually there are many kits that don't come with intercoolers. For example, Greddy makes some Honda kits that don't come with intercoolers in order to keep the kits emissions legal in all 50 states. They also don't come with BOVs. You don't NEED an intercooler for a turbo system, but obviously it's better for the engine, it makes more power, and it's the smart thing to do.

i remember talking to this kid i know in gainesville, ga one weekend. he drives a 97 Mustang Gt if that helps...lol

Me: man it looks like its about time for some new tires. Those wires are showin a little bit.
Kid: nah im not worried.
Me: why not?
Kid: my tires don't have wire.
Me: uh yeah Alex they do. Your tires are steel belted.
Alex: no they're not.
Me: ok so why does it say that on there and car tires come steal belted, under normal circumstances?
Alex: i worked at a tire shop for a year. I know that no tire comes with steel wires in it..
Me: ~walks away shaking my head.~

just one of those things man... when you got like 18729823732893718937129837197391872398712983y39817 whp but only 3.5 wtq it takes a minute or two to get to 35 mph... i would know, i just sold my 2-door with a d16y7 lol but i will miss the 40+ MPG..
