I don't think we can even generalize without a little more input.
I'm so glad you said this.

The speculation of WHP and WTQ is absolutely ridiculous.

Any suggestions where to go from here with modifications. I am interested more in reliability and longevity but would like some more performance as well.
Budget $2,000.00 for now

Downpipe, protune, done. You should have enough left over for sway bars.

Hard to say. There are LOTS of downpipe choices. If you want to keep the SPT exhaust, a COBB downpipe would probably be best as it should fit because it will taper.

Sways, well, I dunno. 24mm front and rear would be good. Get endlinks, too, at least for the rear. But that's another thread.

I advise you to do some reading. Use that search function and you'll have a lot of choices on your plate.

NO downpipe should require the removal of the turbo as far as I know.

I dyno'd my 2004 twice, both totally stock and on the same dyno, and both of the maps were provided by Subaru. The first one was the stock map when I got it in 2003 and the second was offered for the CA 91 oct issues - knocking, etc. Both on GST's mustang dyno in the Bay Area:

The stock tune 3/05:
