I have a new car. I want to drive fast and not hit things and/or get arrested.

My options:
Auto-X (Autocross): Single cars run a timed lap around a course (generally marked with cones in a large parking lot). Fastest time wins. Class A is a dealership car. STU is the next step up, mods like exhaust, AP, downpipe (what are differences on wheels/tires here? How much wider can you go?). SCCA and NASA are examples of groups that run these events.

Track: I would really love to drive on a track but I don't know how these types of events work. I know that I can purchase individual track time (I'm sure this is expensive), but are there events where you can get some time to run and learn? This seems more appealing to me than Auto-X.

Things I need: A helmet. My (valid) driver's license. $$$.

Help me fill in the blanks!

check out some of the car clubs in your area. Some clubs will reserve track time for members.

For track days, check the online calendar at the track you want to run and see which clubs are operating regularly. Then go to their websites and compare. Most offer free instruction for novice drivers. Oh, and never let an instructor drive your car. Saw a brand new Z06 hit the tire wall above the corkscrew at Laguna Seca last year when an instructor drove it for a lap (and it was the owner's friend riding shotgun )

get a helmet and go out and rally it in somewhere u know no ones gonna drive right into you a lake bed maybe or the desert just take a buddy have and have fun

Harlan Pepper had it right. Check the tracks websites. Which for you is Pacific Raceways in Kent, PIR down in Portland, and possibly Mission in BC.

Nasa doesn't exist yet in the NW.
I know PIR's website Portland International Raceway - Official Home Page has the links for the car clubs.

Looks like ProFormance Racing School is where I need to start. Thanks for the tips!
