You're referring to an avatar. You'll need to click on the "User CP" in the lowest pink menu bar at the top left of the page. This is your user control panel. Explore the options you have in there. Make sure you read the Newbie Forum stickies (threads at the top of the Newbie Forum) for complete new member orientation information. And to learn the rules.

Creating and avatar is a bit more involved. There is an "Edit Avatar" option in the User CP, but unless you are a donating member, you can only choose from the stock avatars native to the forum.

If you look at the bottom of the Edit Avatar page, there are specifications to which the avatar must adhere. Check those out and you should know all you need to know.
