if you have an AP you can clear the CEL or get an mechanical cel elimination which spaces the 02 sensor an inch farther. Bottom line is if there is no CEL you will pass, at least here in NC

Correct, the Helix downpipe will never gain CARB approval because it eliminates one of the cats.

However, the Perrin downpipe is 49-state CARB approved. Guess which state isn't on the list?
