Well I m planning to buy along this year all this:

4 EBC Slotted and drilled rotors
5. Goodridge brake lines
6. Tein Monoflex coilovers
7. Tenzo Type M wheels 18x 8 with 37 offset
8. exedy cerametalic clutch kit
9. walbro fuel pump
10. perrin fuel riels
11. 800 up inyector ( any brand sugestion?)
12. HKS BOV
13. Force Performance FP green or APS RS30

15. Ecutek (reflash ECU)

Is all these buys the correct way to improve handling and hpw for the sti? What else do I need to include in this list or remove. Thanks a lot.

What do you plan to do with the car? What car are you coming out of? What sort of experience do you have modding cars? What kind of reliability do you want?

There are a number of items in your list that are unnecessary. There are a few items that I wouldn't trust in my car. To give a true recommendation, I would need some answers to those questions.

I tuned a SEAT LEON CUPRA but i didnt like it and thats why i bought subaru. What I am looking for is a STI that can go fine in autocross competition.
First of all I want my car be reliable and secure. Then I want more power but not more than 400 HP. I guess I will also need oil cooler or radiator.
I have heard that is better to use a bigger turbo than increase the boost in the stock turbo. Is that true?

you will need a protune to go along with all those mods. you will definitely be putting out somehwere in the 400s to the wheels with all of that. i would highly suggest some upgraded sways/links as well. i dont know how the autocross competitions really are, but thats my .02

and yes a bigger turbo is better to handle the extra desired boost over the stock

Remove the BOV from your list. It is unnecessary.
