Default boost solenoid on Apexi AVCR

So yesterday i picked my car up after being worked on and the boost solenoid is STICKING? I just had the Perrin turbo kit installed and all the works fuel wise, and it was tuned with the Utec. Everything was running fine until i did a 4th gear pull in the rain, it pulled hard as hell, but then i heard a clicking noise whenever i hit the throttle, but not when it was idling and i hit the gas, so i called the guy who tuned it and installed all the parts, and he said the boost solenoid was sticking, what does this mean, or could it be something else. I know its not the lifters cause i checked the oil and everything was fine. Need info and reassurance please! thanks guys
