FLKC is learned retard / advance (depending upon what your IAM is at). Have you ever datalogged Cobb OTS maps? They are rarely at an IAM of 1 and almost always have some FLKC. This is not a bad thing, it just means that your car has learned to keep timing pulled in some areas. Optimal, no, but it does not mean this is your issue. Especially during the summer, your car is going to learn to retard timing more.

The hard starting is what is odd.

What parameter should I be looking at that would be causing my hesitation? I would think from what I am feeling I would see some timming pull out something to signal what's going on. I am assuming I have some type of ignition issue?

I know nothing about tunning, but from what I have read the hard starting could be due to the fuel table used for certain temperatures.
