Default im very confused and frustrated

Im tuning my car myself with romraider no problems so far with stuff breaking or what have you
BUT i had some troubles with making the amount of boost that i want, after playing with the boost targets and wastegate duty cycles i seem to have a grasp on it but heres how it goes

when im already moving in any gear but first...i get 19 psi no spike or bleeding...just tapering like i want
if i nail it from a dead stop or a slow roll (1st gear) i get 10 psi in first (that doesnt surprise me) but in every other gear i only get 15 psi rock steady no spiking or bleeding off just sticks there like glue
has anyone seen this or have any idea what it could be?

started as an xpt base map and modded from there
mods: stage 2
megan racing catless, no cat no muffler exhaust
short ram intake
turbo xs front mount
stock BPV

also the fuel is set way rich right now for safety but i dont think that would have an effect on it?

Please clarify. When are you able to get 19 PSI? Is it only when you do a 2k-redline pull? If you can get 19 PSI at any point and if you floor it at 3500 RPM, you should get the same 19 PSI in 3rd gear. It may help to post this on romraider.com and post pics of your Turbo dynamics, boost and WGDC tables.

as long as the car is moving i can hit 19 psi, if i do it from a stop (like a drag race) it only hits 15
