Exclamation Black Specks?

Ok, so I own a 2007 STi, WRB, Gold BBS, a wonderful story....

However, I am in college, and my school will not allow me to use a single spicket on the campus to wash my car 500 miles away from my dads garage, without good cleaning supplies, tentless, hoseless, and vehiculary (made that one up ) demoralized, I take my car to a hand-wash carwash recommended by some car enthusiasts at my school.

I only really have the time and money to get my car washed once a week, and after a couple of days the brake dust on my wheels worries me. It comes off well at the wash, but there are raised black specs where the spekes mee the wheel, right there in the corner that i cant get out myself. (ive used wash brushes, sponges, toohbrush, my finger, with wheel cleaner, without...let the wheel cleaner sit.) Im using all meguiars tire cleaner, its the best they have at autozone....should i order that P12 stuff?

Also, what the heck is it? Is it brake dust that is super-sticky, or is it burned into the wheel? in either case, how do i get rid of it? Im praying that it isnt damaging my wheels in a permanent way.
