Default Why do stg2 CAL maps have 313 for 3rd CL Delays entry?

OK, I know this is a strange first question, but here it is.

I am comparing the Cobb ST maps with the STB map I got from my ProTune tuner to try and get a feel for what is going on and what has changed, and noticed this strange anomoly.

Both my tuner's map and all the Cobb Stg2 CAL maps have a 313 for the third Closed Loop Delays entry. So I'm guessing my tuner used that as his base map, but why only this entry on only the stage 2 CAL maps?

What little I've found on these entries says they are ususally all 0... And all the other Cobb maps have it as zero...

Any insight on what this is for or what it does?

P.S. I am in Reno, NV where we get the same CA swill 91 octane.

Older maps have the 313 value in them. My guess is that Cobb has not updated that map recently like they have the other ots maps. The CL delay is exactly as it sounds. It is a delay value representing ms delay before the ecu will switch into open loop operation after checking other parameters such as the modified load and tps. From what I have heard and seen, every unit of the delay represents about a 10ms delay. This is used by the manufacturer to better emissions and gas mileage as when the ecu is in CL it is always targeting about stoich (14.7). This is most apparent in the 07's where you can watch the o2 readings stay at a stoichish value even at peak VE and where boost is already at 15+psi. My guess on the most hesitation felt is the drastic amounts of timing the ecu is pulling to compensate.

And these are v110 maps... Did they just miss this one, or is there somthing about CA gas that this 313 makes sense?

So what is the difference between these 3 different entries since there are no headings for them? And "Active Help" isn't very.
