Default Question about fuel

Today I started playing with my primary fuel table and something bothers me.
There's a big difference between what I ask and what I get. Let me explain.
My target is let say 11.5 @ 2.5 load and 6500 rpm. I go out do a run and see that the car is giving me 10.65. BTW this is just an example not my actual numbers but you get the picture. I have an LC-1 but it is place in my race pipe. I also have my second O2 plug-in but disconnected from the car.
car has stock intake
Any Ideas?

You won't get the exact target fueling but you can get it as close as you feel you have the time for.

Fuel scaler, Injector latencies, & MAF Calibration can be fine tuned to get your actual closer to your target.

Thanks for the replay, I was following Cobbs tuner guide and it says that with stock filter box and injectors you don't have to change any of these.
Guess I have to play with those parameters and see what happens.
