Theoretical on fueling

So after looking back and forth between the fueling tables of a stock map STi and a highly modified one, I was wondering - if you get the injector scaling and the intake calibration (maf scaling) dead on, then why would you need to change the stock fueling initially - or do you? The stock targets are actually a bit richer than my tuned ones. Can you use the stock fueling map as a jumping off point? Is the major need for tuning because what is indicated in the fuel map is not an actively sought target in OLF i.e. I need to resolve the difference between indicated and desired?

This is all a theoretical question based on trying to learn Street Tuner.
