Default PLEASE HELP!! builder sys i need a align HONE...HELP with bearing clearances!

ok heres the quick run down of whats up...my motor has 20k on it, it was running perfect when i took it out, just upgrading for my 35r setup coming, im doing pistons,rods,bearings!!! so i took it out, got it to the shortblock and handed it over...they dissasembled it,cleaned it, and honed the piston walls and rod clearances...it was ready to put it all together and he checked the bearing clearances and stopped becuase
when you measure them at #1 its 4 tenths misalligned at the split of the case, like from the left of the split in the case to the right, and as you get to #5 its a 1.5 thousands off from side to side ...it progressively gets worse as it gets to the front of the motor....4 being closest and 1.5 worst...

how the hell was this running like that without spinning a bearing...was this done during dissassembly???

can this be fixed with just a align hone???(as they are recomending)
just to be clearer its not 1.5 thousands off from suby specs its 1.5 thousands off just from side to side of the split on the same bearing clearance...thats number 5 and number 1 being just 4 tenths misaaligned..

PLEASE HELP ME!!! what should i do???

has anyone else had this hapen?? is the whole block halves not lined up on the dowel pins???
has anyone else needed a alignbore after doing this? will align bore make up that much??
