What are the spring rates on these? And is damping adjustable?

dampening is not adjustable. I don't know what the spring rates are... I don't know if H&R publishes that stuff. I know Bilstein won't give any info as such either.

But they're desigend to be streetable and Track worthy. I've never run them so I can't tell you how they feel. But they're Euro so they're bound to be proper
