STI options?

When do the option packages (wheels/foglights, Nav) get added to the car? Does it happen in Japan, or when the car gets to our port? Does the VIN indicate option packages? Is there a build plate or sticker on the car that indicates option packages?

The dealers that are close to me have have a decent selection of base cars. I want the wheels and fogs. Of course they are trying to sell me the cars they have and telling me they will get the wheels and lights. I think they would promise to change the color to sell me a car. I just wonder if resale value would be affected later because the car originated as a "base" car, or is there no distinction between the cars?

IF im correct the cars are shipped that way equipped from Japan.

they can be added at the dealer though - not sure about BBS wheels, but when i bought my 07 they added fogs and sub for me.

That might have been true in '07, but I don't think that's the case for '08. The dealer told me they couldn't add it on. That said, I have seen a thread or two on here about people adding fog lights themselves after the fact to an '08. But, everything else I've read or heard is that they come that way from Japan.
