Question Questions about downpipe/catback

I want to learn more about the different exhaust modifications for my STi, may do some in the future.

I know the stock unit has 2 cats, I did some research and most catted downpipes seem to have 1 cat. Can you still pass smog with it? (I'm in CA)

2. Is it ok to have the downpipe installed without tuning? Any risks?

3. Will a catback piece significantly make more power with a downpipe or just a lil more?

4. What about the up-pipe, is that worth replacing at all?

Anything else you can educate me with is welcomed.
