Default Limp Mode and P0607 help

Apparently this problem doesnt pop up too often because there is very little information it.

The usual - 2006 STI

Mods on the car v.Engine:
TBE
CAI
Crank pulley
PnP headers
Grimmspeed Xpipe and UP
Coolingmist Stage 2 Meth kit
MBC
APv2
Stock VF39
Protuned for all the above running 20psi max

The issue:
Car is in a type of limp mode. RPM will not go higher than 2000rpm. It barely responds to the throttle. I can put the pedal to the floor and get little to no response.

Cobb APv2 will not clear the code. I did a hard reset with a battery disconnect. That cleared the code, but it came right back as soon as I touched the throttle. Code is reading P0607 - Throttle Control System Circuit Range/Performance.

Events that led to this:
Using a boost leak tester I was checking for leaks and found one one of the connections for the MBC. I took the metal fitting off and put it back on. leak was gone. FWIW I didnt go over 15psi looking for leaks. When I was checking for leaks, it did start to rain a bit and the engine bay got a little wet. definitely not soaked. Car was cold when this was taking place.

Took the car for a test run and found I was overboosting in every gear. Makes sense if the car was tuned with the leak, perhaps a repaired leak would cause this. I am tuned for 20psi and hit 23,24,25psi. I hit fuel cut once and immediately pulled the car over to turn the boost down. Drove a mile or 2 and no issues but still overboosting a bit and I didnt try it again.

Driving the car home I pulled off the highway and stopped at light #1 with no issues. At light #2 sitting at the light at a stop. Start to pull away and the rpms suddenly dropped and the car would barely move. RPM would not go above 2000 and could not get the car moving more than 2-3mph.

I pulled out the AP and checked the code as above P0607. Only change was made to the fixing the leak in the MBC. Possibly something got wet?

The Present
Car has been towed to my tuner via AAA flatbed. I have run several searches on IWSTI, Nasioc, Google and other local boards. There is very little info on this code and possible causes.

The car starts and idles. Idle is a bit rough. Shut down is really rough. No white smoke from the oil fill. Car has oil it in. There is a "rattle" sound coming from the muffler via the exhaust gasses.

I read one that they had a blown fuse in slot#18. I checked my fuses and found nothing. Also possibly a bad ground re: the ETC? Otherwise I am at a loss for ideas. Car was barely moving when this happened and I cant say that the boost spike/fuel cut was part of the cause or just coincidence.

The car is an hour+ away from me now, but I am looking for possible ideas to fwd to my tuner if needed.

Sorry for the long post and help would really be appreciated. Any questions, just ask.

We"ll from what I read on Nasioc, its something faulty in the ECM, I don't think Subaru has gotten to the bottom of it.

Are you Green Connectors Connected or disconnected where you would plug the ECU-Tek in. or a possibility of a bad ground

Bad ground is a possibility. Green connectors are not connected. Sounds like you are finding the same things I did on Nasioc. I just ran a search there and here for the code P0607 and went through every thread in the last couple hours.

I am sure we"ll figure something out, have you tried resetting the ecu?

Yes. APv2 wont reset the code. A hard reset (disconnect the battery and pump the brakes) is able to clear the code. Restarted the car and no CEL. The second I touched the throttle the CEL came back.

Do you have a Volt meter? test the grounds and see what voltages are coming out.

When the engine bay got wet, did the throttle body get wet? It sounds like it did get wet and the electric sensor for the drive by wire that opens and closes the throttle plate got affected by this and its putting the car in limp mode.
